The Toledo Waterways Initiative (TWI) is a federally mandated environmental program to reduce pollution in Toledo’s waterways stemming from many Combined Sewer Overflows scattered throughout the drainage basin. This project had two main goals: 1) Eliminate the Madison Avenue CSO by converting it to a storm water only outfall and 2) Reduce the amount of storm water entering the combined sewer system and ultimately the West Side Interceptor. During the PDR phase, NCI developed three alternatives for relocating an 18” combined sewer to the West Side Interceptor and developed two alternatives for removing storm water from the combined system. NCI researched the entire system, lead an underground videotape effort of selected sewers utilizing City crews to obtain a better understanding of the system, and created a report documenting the existing information and recommendation. During final design, NCI performed a topographic survey of the project limits and prepared plans and specifications for the improvement. The final improvement consisted of relocating 97 feet of 18” combined sewer via trenchless construction to the West Side Interceptor and installing 101 feet of 12” storm sewer.
